The Golden Rule: Assume Every Clause Is Mandatory
Most SMMEs lose tenders not because they lack capability, but because they assume a requirement is "optional" or "just boilerplate." It is not. If the tender document says "all pages must be initialled" and you miss page 42, your bid is out. No appeal. No second chance. Compliance officers go down their checklist line by line.
Step 1: Find the Returnable Documents List
Every compliant tender document has a section titled something like "Returnable Documents", "Mandatory Requirements", or "Schedule of Returnable Bids." This is your master list. It tells you exactly what you must include. Copy it into a spreadsheet and turn it into a checklist — tick each item off before you start writing.
Step 2: Search for Disqualification Language (Ctrl+F)
Spend 10 minutes searching the document for these exact phrases. Do not read everything — just hunt for disqualification language:

Step 3: Identify Gate 1 Hard-Fail Items
Gate 1 compliance is binary — you either have the document or you do not. Look for: expired Tax Compliance Status PIN, CSD report older than 30 days, missing or expired B-BBEE certificate, unsigned SBD 4 Bidder's Disclosure, and incorrectly completed bid form.
Step 4: Understand Functionality Scoring (Gate 2)
Once you clear compliance, your bid moves to functionality. Look for a "Functionality" or "Technical Evaluation" section with a scoring grid, criteria, weights, and a minimum threshold (e.g. "must score at least 70 out of 100"). Address every sub-criterion and attach evidence for every claim.
